HCR-30 Regarding CMC / Dartmouth
Our Bill to urge
the Attorney General to take the CMC Dartmouth matter to
Probate Court now comes to the Senate.
After an overwhelming vote of
support in the House, we NEED YOUR HELP AGAIN to make sure the
NH Senate passes HCR 30!

It is time for us to GET BUSY. Below please find the names
of the members the Commerce, Labor & Consumer Protection
Committee of the NH State Senate, in addition to the attached
contact information for all of the Senate members.
We need to be calling each and every single member of the
Senate and speaking with them personally about why HCR
30 needs to pass.
**** TALKING POINTS ****
The ONLY way the PUBLIC will be protected is if the
Attorney General's Office takes the matter of "the proposed
Affiliation of Catholic Medical Center and Dartmouth Hitchcock
" to Probate Court where a Judge can demand information
that the Attorney General and Public have not been able to get
from CMC and Dartmouth.
We "the public" do not feel confident that CMC and
Dartmouth have been truthful or transparent with their actions
over the last five years, keeping secret their affiliation and
have already merged without the proper process.
If CMC could not affiliate with Elliot Hospital because
of Mission differences, then it surely can not affiliate
with Dartmouth Hitchcock. Point to OPTIMA HEALTH -- and the
devasting affect that merger had on healthcare in Manchester
and across this State.
The so-called Public Hearings held by CMC and
Dartmouth did not allow the Public input or access to
information and in fact, raised more questions than
answers. The Public Forums were more a dog and pony show and
really insulted the spirit of the law and purpose of such
Public Hearings.
This transaction may have huge unintended consequences by
giving Dartmouth a huge monopoly and forcing other providers
to go out of business, including Catholic Medical Center as we
know it and Elliot Hospital.
These two organizations are CHARITIES not PRIVATE
BUSINESSES -- and thus they are bound by the laws that govern
Charitable Trusts in the State, with an obligation to serve
the public good. These two organizations are COMPLETELY
DIFFERENT CHARITIES in their Philosophies and Missions.
We need to express our greatest fears are that Catholic
Medical Center will cease to exist as it was formed, as a
Charitable Organization with a Mission to be "a Catholic
Institution",
The clauses in the documents allowing the Bishop of
Manchester to have a say in the practices of Dartmouth
Hitchcock would violate Dartmouth's Mission as a non-religious
healthcare delivery system.
While the Press clippings are calling this an Affiliation,
the documents at
www.ahealthiertomorrow.org
tell a story where Dartmouth will be "sole controling member"
of CMCHealthsystems, leaving huge questions and concerns for
both sides.
Remind the Senators that similar major "Mergers" in this
state have gone to Probate Court, such as Franklin Hospital
with Lakes Region and HCA with Portsmouth Hospital! This one
should not be exempt. We don't want another Optima
Health fiasco!
The final point to make with each of these Senators is
that by voting in favor of HCR 30, they are insuring that
we as a State have done everything we can to insure that this
is the right thing to do. They are not making a decision
about whether or not CMC and Dartmouth should ultimately have
this transaction.
Please please take a moment and contact YOUR State Senator,
as well as any Senator you know personally. Urge them to commit
to supporting HCR 30.
We need every single person who cares about healthcare in NH
to take a minute and do this.
We need people to continue to pray for protection of our
beloved Catholic Hospital.

Annual Members Meeting / Elections
The New Hampshire
Right to Life [NHRTL] annual members meeting will convene at
the office in Bedford on Friday, November 13th,
starting at 7:30 PM. The prime meeting business will be to
elect five (5) trustees for three year terms to the fifteen
member volunteer board of trustees. Active participants with
NHRTL are eligible to serve as Trustees.
All those who have supported NHRTL in the past year, as a
volunteer, financially, or as a participant in an NHRTL event
are encouraged to attend and vote for the incoming trustees.

Friends of CMC:

forum has been confirmed as follows:

The public is invited to participate in this forum...and
to offer comments and ask questions about the proposed
affiliation to better inform our own efforts.

Protest the ACQUISITION of
pro-life CMC by pro-abortion Dartmouth-Hitchcock
While we have many unanswered questions and concerns,
here are two [Thanks to
Rich Girard ]
signifcant ones:
1. Will
the Bishop be able to
remove CMC from this "integrated system" if he finds
violations of the ERDs or for any other reason?
Section 3.9.1 C of the By Laws of Dartmouth
Hitchcock Health requires a super majority vote of its
board members to approve the "withdrawal or removal of
a Provider Organization from the System", of which CMC will
be one. That board starts with 18 members and can go
up to 24 and only 3 will come from CMCHS and at
least 60 percent of the board will come from Dartmouth
or Mary Hitchcock hospitals]
So, it looks like the Bishop may not be able to pull CMC out
unless DHH agrees.
2.
How are the ERDs preserved and CMC's Catholic
heritage ensured?
Dr. Stephen Paris, medical director of
Dartmouth's Manchester facility, has admitted that
abortion referrals are made by the very same doctors in
the very same facilities CMC will lease. Giles and
others note that "non-allowed" procedures will simply be
billed to patients through Dartmouth, not CMC, after
they've been done, in compliance with Section J.
Section J of the Amended and Restated Professional
Services Agreement specifically allows Dartmouth to
continue with any and all "non-ERD procedures and
activities." It also references "Exhibit A," which is
supposed to list "some of the procedures and
activities…that are expressly excluded from this
Agreement." Exhibit A is blank.
Alyson Pitman Giles, President and CEO of CMC, has
admitted that West Side Clinic joint venture with
Dartmouth, which is physically located in CMC, engage in
practices not allowed by the ERDs.
Please make the sacrifice to attend this public
forum. We, the concerned public, need to be seen and heard.

Memorial Day MONDAY 10.05.09

The first Monday in October is the day the Supreme Court traditionally begins
a new session.
Since it was the Supreme Court's 1973 Roe v. Wade ruling that decriminalized
abortion, the first Monday in October is the ideal day to commemorate as an
annual Pro-life Memorial Day, on which America honors the 51 million young
lives lost to abortion in the last 36 years.
The National
Catholic Register is going to do an article on the CMC-DH
debacle. Please encourage everyone you know to keep on calling
and writing the Bishop. In the latest NH Sunday News, page D1,
was news that D-H is applying for stimlulus money to do more
embryonic stem cell research. The Cathedral bulletin (parish
of the Bishop) this week has a report on the evil of embryonic
stem cell research!!!! Are we schizophrenic or what? ("We"
meaning the Diocese of course.)
