Require Parental Notification Before Minors May Obtain an Abortion

This Parental Notification bill of 2003, passed by the NH House, the NH
Senate,
and signed into law by Gov. Craig Benson, suffered an injunction against it by
US District Judge Joseph DeClerico, Jr. in December 2003.

This parental notification bill is
to insure parents or guardians are notified
when
an unemancipated minors under age 18 seeks an abortion. It is merely
notification, NOT consent, and it does have a judicial by-pass clause, but it
is accepted as the most meaningful pro-life legislative win in NH since Roe.

Republican Senators who
had pledged written support for the idea
flip-flopped:
Sen. Frank Sapareto (R-Derry)
and Sen. Jane O'Hearn (R-Nashua).
NHRTL consequently issued a

after Sapareto
flip-flopped but before Sen. O'Hearn flip-flopped.

NH House Transportation Committee voted AGAINST this pro-life bill by 15 to
0.

Life Begins at Fertilization

This bill sought to recognize that human life begins at fertilization
-- a well know scientific fact.
The public commented to the
NH House Judiciary Committee at a hearing on
Jan. 29, 9:30AM in Room 208 of
the LOB.
Unfortunately, the House Judiciary Committee voted it ITL (Inexpedient to
Legislate) by 13 to 5. The NH House
killed this pro-life bill on Feb. 6 by a
vote of 253 to 119.

Create a "Safe Haven"
(Companion to SB-33 below)

This "Safe Haven" bill
seeks to allow hospitals to
assume care and custody of abandoned babies. A NH House hearing
was held January 18 before the
NH House Health & Human Services Committee
, who voted it OTP (Ought to Pass) by
17 to 0 (yes, even known pro-abortion legislators supported it). The NH House passed an
amended version of this
bill on Feb. 6 by a vote of 327 to 45.

The
NH House Health & Human Services Committee
heard testimony on February 19, 9:00AM, in Room 205 of the LOB, but they still
voted against this bill 13 to 3. The NH House killed this pro-life
bill on March 6 by a roll call vote of 292 to 67.

This bill seeks to repeal the law requiring Town Clerks to provide family planning
and pro-abortion Planned Parenthood material to all couples applying for a
marriage license. There was public comment before the
NH House Municipal and
County Gov't Committee on Jan. 29, 2:00PM, Room 301 of the LOB. That committee
reportedly voted it OTP (Ought
to Pass) but the formal report ("exec") process has not been completed yet. It is expected to come to a full NH House very soon,

to compel unemancipated minors under age 18 to notify (NOT obtain consent!) a
parent or guardian before obtaining an abortion. There is a
judicial by-pass clause. A public hearing was before the

on Friday, March
7, 2003, 9:30am, in Room 206-208 of the LOB. The
Judiciary Committee
is expected to vote on this bill before MARCH 18, so contact them ASAP!
Soon after the Judiciary votes a recommendation, it will go to the
full NH House, so start e-mailing, writing, and calling on your
legislators to

LSR-834: Prohibiting partial birth abortions.
WITHDRAWN BY SPONSOR, Rep. Elbert Bicknell
(R-Deerfield), AFTER THE DEADLINE FOR
OTHER PRO-LIFE REPS TO
PROPOSE A SIMILAR BILL.
Editorial Comment:
NH RIGHT TO LIFE, including NHRTL Trustees Rep. Kathy Souza and Rep.
Barbara Hagan, wanted this bill to go in as soon as possible, but other Reps
(not
part of NHRTL) wanted to stall it to "later" for supposed "tactical reasons".
We
reject the reasons for such delay and grow weary of presumed pro-lifers
blocking
or withdrawing pro-actively pro-life bills using one excuse or another.
In particular,
a very small group of individuals called "NH Citizens for Life" worked to
stall this
pro-life bill. Such shenanigans after some 30 years of abortion
on demand is
woefully misguided.

THE UNION LEADER,
AND THESE ARTICLES AFFIRM THE NHRTL
